Debate: Should Penalties for Homophobic Slurs Be Stronger?

Soccer officials are taking action against the problem of offensive chants during games. Mexican soccer fans commonly shout homophobic slurs at opposing players, and CONCACAF, soccer’s governing organization in the Western Hemisphere, has issued new rules to help end the harassment. However, some say the penalties are too light to make a difference.
